Explanation of Licenses License Definitions A good way to differentiate between Class A and Class B licenses is to think of Class A as "away" (grocery stores and liquor stores) and Class B as "bar" (restaurants and bars). Class "A" Liquor: Allows for sale of intoxicating liquor in original packaging for off-premise consumption. Class "A" Beer : Allows for the sale of fermented malt beverages in original packaging for off-premise consumption. Class "B" Liquor: Allows for the sale of intoxicating liquor for on-premise consumption and sale for off-premise consumption of 4 liters or less. Wine may be sold in original packaging for off-premise consumption. This license cannot be issued with out having a Class "B" Beer License. Class "B" Beer: Allows for the sale of fermented malt beverages for on-premise and off-premise consumption. Class "C" Wine: Allows for the sale of wine for on-premise consumption. Class "B" Site License: Allows for the sale of both intoxicating liquor and fermented malt beverages for on-premise consumption. Please see Chapter 160(J) of the City of Jefferson Municipal Codebook for the restriction for this license. Chapter 160-5 K of the Municipal Codebook for the City of Jefferson, prohibits the issuance of a Class "A" fermented malt beverages license "upon premises where the sale of gasoline is conducted or carried on." Hours Of Operation Establishments are prohibited to sell during the following hours:
New Year's Exception: January 1, Class "B" Liquor and Beer licensed establishments are not required to close. All other licensed establishment hours remain the same. Quotas Class "A" Liquor : The City is currently maxed at three licenses until the population reaches 8,000. We will receive an additional license for every additional every 2,000 residents thereafter. Class "A" Beer: The City currently has three and is limited to Twelve. Class "B" Liquor: SS 125.51(4). The City is maxed at the number of licenses it can issue until the City reaches a population of 8,000 and then one for every 500 thereafter. (Combination Class B) Class "B" Beer: The City currently has six and is limited to seven. State Statutes allows Municipalities to keep on file an application for a license not available for the current license year. The statutes also states that due to changes in information year to year the applicant must re-file every license period.
