Building Inspector Information & Hours

 

The City of Jefferson contracts with Municipal Zoning and Inspection Services.  

Inspector:

                    Tuesday         1:00 p.m. - 4:00 p.m.

                    Thursday        1:00 p.m. - 4:00 p.m.

However, City inspections are also done during this time.  So staff recommends that residents contact him around 1:00 pm when he is MOST LIKELY to be in the office.  

Building Permits

Permits for Electrical, HVAC and plumbing may be issued at any time by City Hall Staff.  (Please note that staff cannot assist you with "technical" questions regarding permits).  Permits for Building/Construction MUST BE issued by the building inspector.

When is a permit required?

If you are building new or making addition or remodeling changes, repairs or alterations to any structure such as your office, home, basement, deck or storage shed, a building permit is required before you begin.  The purpose of permits is to ensure that work is done properly and safely and meets the standards of the State Building Code and Local Ordinances.

What if I don’t get a permit?

The City of Jefferson can fine you for every day that your work is not in compliance.  Projects that are not done according to Building Code can affect your home’s insurability and potential sale, as prospective buyers can check the City’s building records.

Can I do my own work?

If you own the home and live in it as your primary residence, you can do your own work, with the exception of plumbing or electrical during initial new construction and electrical service equipment. 

How long does it take to get a permit?

Most permits are issued within two to three working days.  Keep in mind that permits for new commercial and residential construction require plan review time.  The State of Wisconsin allows the City to take 10 working days to review residential building plans and 15 working days to review commercial building plans.

How do I get a permit?

You may obtain the permit forms on our website or by stopping into City Hall.  Check the Building Inspector’s office hours to make sure he will be in if you need to speak with him.  Otherwise, you can drop off a completed permit application with supporting documents at City Hall during normal business hours.

It is the responsibility for the owner or owner’s agent to obtain all necessary permits and payment of all fees related to a project.

Before your permit can be approved, you need to submit the following information:

New One and Two Unit Dwelling(s)

  • Completed Permit Application

  • Two sets of Building Plans (Plans must be to scale and show window and door size and include a wall section)

  • Detailed Site Plan showing distances to all lot lines from existing and proposed structures

  • Energy Worksheet form completed (Also known as Heat Loss Calculations)

  • Erosion Control Plan with Site Plan showing control measures

Additions to One and Two Unit Dwelling(s)

  • Completed Permit Application

  • Two sets of Building Plans (Plans must be to scale and show window and door size and include a wall section)

  • Detailed Site Plan showing distances to all lot lines from existing and proposed structures

  • Energy Worksheet form completed (Also known as Heat Loss Calculations)

  • Erosion Control Plan with Site Plan showing control measures

Interior Remodeling

  • Completed Permit Application

  • Two sets of Building Plans – before and after (Plans must be to scale and show window and door sizes)

Garage, Shed, Deck or Similar Construction

  • Completed Permit Application

  • One set of Building Plans

  • Detailed Site Plan showing distances to all lot lines from existing and proposed structures

Multi-Family Residential (Greater than two units) and Commercial/Industrial Construction

New Construction Early Start Permit (FOOTINGS/FOUNDATION ONLY)

  • One set of Footing/Foundations Plans (Plans shall include architect/engineer seal and signature)

  • EVIDENCE THAT ANY AND ALL PRE-CONSTRUCTION CONDITIONS ARE COMPLIED WITH

  • Permission to Start Construction Letter from State of Wisconsin

  • Completed Permit Application

New Construction, Additions and Alterations-Building and Trades Permit

  • Two sets of Building Plans (Plans shall include architect/engineer seal and signature

  • Two sets each of Sanitary Plumbing Plans, Storm Water Plumbing Plans, HVAC Plans, Building Lighting Plans (Plans shall include architect/engineer seal and signature)

  • Two sets of Automatic Sprinkler/Standpipe Plans (If the building is to have one or both of the named system, two sets of plans shall be submitted and approved before the installation of any pipe begins)

    • NOTE:  The Fire Department may request to be on hand for the hydrostatic test and the flushing of the pipe.  The Fire Department is required to witness and sign off on the final hydrostatic test, forward flow and backflow preventer tests performed on the sprinkler system.  All testing is to be performed by the installing agency.

  • Two sets of Fire and Smoke Alarm System Plans (If the building is to have one or both of the named systems, two sets of plans shall be submitted and approved before the installation of the system)

    • NOTE:  The Fire Department is required to witness and sign off on the final test of the system.  All testing is to be performed by the installing agency.

  • EVIDENCE THAT ANY AND ALL PRE-CONSTRUCTION CONDITIONS ARE COMPLIED WITH

  • Completed Permit Application

Inspections

Inspection requests may be called in at anytime.  Staff will take the information and forward it to the inspector.  The inspector will complete the inspections during his Tuesday/Thursday City of Jefferson business hours. 

 

If you prefer to e-mail your inspection request you must include the following information:  Permit Number, Job Location, Type of Inspection Requested, Your Name, the Owner's Name and the Contractor's Name.  E-mail this information to:  inspections@jeffersonwis.com
