City Ordinance 219-2. STORAGE ON PRIVATE PROPERTY:

"No disassembled, inoperable, unlicensed, junked, or wrecked motor
vehicles, truck bodies, tractors, trailers, farm machinery, unattached
parts of the foregoing, appliances or personal property not designed for
outdoor use shall be stored unenclosed outside a building upon private
property within the City for a period exceeding ten (10) days."
If the items in violation are not removed within seven (7) days of
receiving notice, any city police officer may issue a citation to the
occupant of the premises upon which said property is stored. If such
property is not removed within twenty (20) days after expiration of the time
or removal, the items may be removed and impounded. Costs of removal and
impoundment not paid by the tenant or owner or through sale of the property,
shall be placed on the next tax roll as a special charge against the real
estate from which the property was removed.
If a tenant or property owner wishes to appeal this order of removal,
they shall file a written notice of appeal at the police department prior to
the expiration of the time for compliance. The letter shall include the
error alleged, and the name, address and phone number of the person filing
the appeal. The Regulatory Committee shall then review the order for
removal. No property shall be removed until the appeal process is completed.
